TxDOT Approves $138 Billion Transportation Plan, Bringing Major Opportunities to North Texas

The Texas Transportation Commission has approved TxDOT’s new 10-year transportation plan, representing nearly $138 billion in total transportation investment across Texas through fiscal year 2036.

The 2027 Unified Transportation Program includes approximately $95 billion for transportation projects, along with another $43 billion for project development and routine maintenance.

North Texas is expected to remain a major focus as TxDOT works to address congestion, safety and continued population growth. The Dallas-Fort Worth region’s transportation priorities include major highway improvements designed to increase capacity, improve mobility and address some of the region’s most congested corridors.

A significant part of the statewide investment will support Texas Clear Lanes, TxDOT’s initiative targeting some of the state’s most congested roadways. These investments will create a long-term pipeline of design, engineering, construction, maintenance and professional service opportunities.

What This Means for RHCA Members

For RHCA members, these transportation investments represent significant business opportunities over the next decade. As projects move from planning and design into procurement and construction, opportunities will extend beyond prime contractors to subcontractors, engineers, architects, suppliers, trucking companies, professional service firms and workforce training providers.

RHCA members interested in pursuing TxDOT work should begin positioning their companies now:

  • Track the project pipeline. Identify North Texas projects several years before they reach construction and determine where your company can compete.
  • Get TxDOT-ready. Review TxDOT prequalification, certification and contracting requirements before solicitations are released.
  • Build relationships with prime contractors. Large highway projects require substantial subcontractor and supplier participation. Start those conversations well before bid day.
  • Review HUB and DBE opportunities. Certified small, minority-owned and disadvantaged businesses should make sure certifications and company information are current.
  • Evaluate your capacity. Review bonding, insurance, safety programs, equipment, workforce and financial capacity against the size of projects you want to pursue.
  • Look beyond construction. The program will also generate opportunities in engineering, design, surveying, environmental services, materials, trucking, technology and other professional services.

The message for contractors is simple: start preparing now. A $138 billion statewide transportation program will create opportunities for years, but companies that understand the pipeline, develop relationships early and prepare their businesses before projects are advertised will be in the strongest position to compete.
