RHCA Legislative and Public Policy Committee Meetings

The second Friday of the month is from 8:30 am to 10:00 am. Central Time
Meetings are open to members in good standing; registration is required.

RHCA Legislative and Public Policy Committee, a standing body, acts as an advocacy group on public policy matters affecting the business and economic environment. This Committee offers a collaborative platform for educational and informational programs to keep members within the architecture, engineering, and construction sectors updated on local, state, and federal issues.

Committee Functions:

  • Formulates positions on business and community issues based on their local impact. These positions reflect a consensus within the architecture, engineering, and construction business community rather than a unanimous agreement among all members.
    • Proposed policy statements can be submitted by any RHCA member, RHCA Committee, Board Director, or the RHCA CEO, with the preferred route being through an RHCA committee.
    • The Legislative Committee reviews these submissions and makes recommendations to the RHCA CEO.
    • The RHCA Executive Committee then considers these recommendations for inclusion on the RHCA Board’s meeting agenda.
  • Facilitates sponsors and resources for Committee activities.

RHCA members visit State Capitol to help kill HB 5140

On April 4th, the RHCA joined fellow advocacy organizations, including the Texas Legislative Black Caucus and other allies, making our presence felt in opposition to House Bill 5140.

On April 4th, the RHCA joined fellow advocacy organizations, including the Texas Legislative Black Caucus and other allies, making our presence felt in opposition to House Bill 5140.

Later that day, the RHCA attended a press conference spearheaded by the Texas Legislative Black Caucus in discussing proposed anti-Diversity, Equity, and Inclusion (DEI) bills and policies in this 88th legislative session.

In Addition, RHCA visited state legislators to rally support to kill HB 5140.

Public policy and legislative affairs play a significant role in our service to our members: an RHCA delegation met last February 7 and 8 with Elected Officials to discuss points of interest for the A/E/C industries.

An RHCA delegation spearheaded by Board members Adrian Cano, Juan Valles, Rey Roca, Hector Ruiz, and Veronica Munoz held a reception for members and elected officials in Austin. Among the attendants were Representatives Rafael Anchia, Carl O. Sherman, Toni Rose, Richard Hayes, Hugh Shine, Ed Thompson, Ryan Guillen, Glenn Rogers, and Senator Carol Alvarado. 

On the next day, at the Texas House of Representatives in Austin, four RHCA groups visited the representatives in their offices. Elected Officials welcomed the spontaneity of the visits and emphasized them as a great opportunity to learn and address matters concerning the industries. With a total of 19 visits in one day, 25 RHCA members created awareness of the association’s purpose and presence, reflected on the coinciding event of House committees being announced. As the evening came to an end, the RHCA was recognized and honored by Representative Rafael Anchia on the House floor.
